The cost of reconstruction is estimated at between $250 billion and $400 billion, and some estimates say that reconstruction requires $900 billion, and a 2017 World Bank report indicates that the war in Syria has caused widespread destruction of housing and infrastructure. A third of housing in Syria has been damaged or completely destroyed. The Syrian Human Rights Network also reported in 2018 that nearly three million homes had been completely or almost completely destroyed.
